Introduction

In May 2009 Kaohsiung city government and the International Urban Development Association (INTA) are jointly hosting “Idea for Action Kaohsiung International Competition.” This event invites the submission of innovative ideas from individuals born after 1970 on the subjects of urban development and governance. It is our sincere hope that such broad-ranging and forward-looking proposals will offer a new perspective and enable us to establish a new foundation for urban development in Kaohsiung city in the years to come.

Kaohsiung is the second largest city in Taiwan. Its excellent geographical position and natural harbor have given the city a pivotal role as a base for such traditional industries as heavy chemicals, manufacturing and harbor operations since the middle of the twentieth century. As a result, Kaohsiung has made an invaluable contribution to national economic development. However, since the 1990’s the rise of globalization and sustainable development has led to a gradual shift in national industrial policy in favor of more high tech enterprises. Against this backdrop, many of the public enterprises in Kaohsiung city have left behind land that has been either heavily polluted or under used, creating an urban space problem in urgent need of resolution. In 2000, Kaohsiung reached a crucial stage in its transformation by deciding to position itself as Taiwan’s “Maritime Capital.” This new approach has involved restoring the urban environment, including a renewed focus on existing natural resources (mountains, sea, rivers, harbor etc.) and rural space. Such an extensive program has also required the acceleration of major urban infrastructure projects, including river management, green open spaces, sewers, the MRT system, placing railway lines underground and the building of a stadium for the 2009 World Games. In 2007, the city government’s new administrative policy was designated “Citizen Participation, Happy Kaohsiung”. This has utilized multi faceted public services and environmental reengineering to not only greatly enhance local residents’ sense of identity but to also use the experience of Kaohsiung in urban transformation as a template for other cities.

Looking to the future, Kaohsiung city is planning to adjust urban development policy as follows:

  • As a harbor city Kaohsiung currently faces the challenge posed by the rapid opening of new ports across Asia and the relocation of traditional industry. In this context, serious consideration is being given to the enhanced integration of the city with the harbor area to facilitate joint development. Other areas of focus include the redevelopment of old harbor facilities at the mouth of Love River close to the city center and the revitalization of large areas of land around the harbor formerly used by heavy and manufacturing industry. In this way, the development of space in Kaohsiung will seek to link the harbor and its hinterland, but to do this as effectively as possible we really need to hear your latest creative ideas.
  • As the largest city in south Taiwan, Kaohsiung has been able to take advantage of the recently opened north-south high speed rail link and the launch of the city-wide MRT system to ensure that new spatial developments expand the core functions of the city and thereby both better integrate and stimulate economic growth in southern Taiwan. In order to enhance these core functions we need to hear your multi-faceted creative strategies for district, industry and urban redevelopment.
  • As Kaohsiung seeks to rebrand itself as an ecological and innovation-oriented city it will work to leverage its successful building of green infrastructure. However, the governance of urban space and facilities requires the constant infusion of new ideas to ensure the city maintains its livability, local character and creative milieu.

In 2009, the International Urban Development Association (INTA) will hold its annual conference in Kaohsiung with the focus on “Innovative Governance of Urban Development” In concert with this gathering, Kaohsiung city government will discuss its experience of urban transformation with urban planners from around the world. On the eve of this annual conference, Kaohsiung city and INTA are taking this opportunity to invite young people to make their own innovative proposals with regards INTA’s discussion of “Innovative Governance of Urban Development:Financing, management and Partnerships” and Kaohsiung city’s focus on “Environment and Sustainable Operations”. We firmly believe that working together with the city government and INTA, the young people of the world can help us turn a brand new page in the miraculous transformation of Kaohsiung city.
